The proposed COBP, 2019–2021 for Myanmar with the country partnership strategy (CPS) of the Asian Development Bank (ADB) for Myanmar, 2017–2021, and focuses on transport (50%), energy (19%), agriculture, natural resources, and rural development (12%), water and other urban infrastructure and services (6%), education (6%), public sector management (5%), and health (2%).

In line with the CPS, ADB has made considerable efforts to ensure that all ADB projects are conflict-sensitive and focus on inclusivity. ADB assistance will (i) not worsen ongoing conflict; (ii) contribute to Myanmar’s inclusive development, ensuring equitable benefits to all communities; and (iii) not be disrupted by local conflict. To achieve this, the design of ADB projects must include measures that ensure project-affected people of all ethnic groups are properly informed about the project; involved in project decision-making, particularly with respect to compensation for adverse impacts; and given equal opportunity to participate in and obtain project benefits.
