The project aimed to increase ADB projects’ effectiveness in Viet Nam. The results would be an increase in the projects’ loan disbursement ratio provided under official development assistance. The process through which this objective would be achieved was through (i) TA that would enhance the ability of the Ministry of Planning and Investment (MPI) to prepare high-quality documentation for ADB and other donors, and (ii) identification of actions that would fast track project start-up as well as through enhancing the capacity of the MPI and the agencies associated with project implementation to prepare and appraise viable public investments.
This report validates the completion report's assessment of the project. IED overall assessment: Less than successful.
