[경제] Cambodia - Toward Performance Accountability in Public Finance Management : Sustaining Revenue, Spending Well, and Strengthening Accountability for the Results of Public Spending

The Royal Government of Cambodia (RGC) developed and launched the Public Financial Management Reform Program (PFMRP) with a detailed, prioritized, and sequenced action plan in 2004. The PFMRP is a sector wide tiered (multi-stage or multi-platform) approach that aims to install high standards of management and accountability in the mobilization and use of public resources. The step by-step sequenced reforms aim at sustaining revenue collection, improving spending, and strengthening accountability for the results of public spending. This note provides an overview of Cambodia’s Public Financial Management (PFM) reform journey, highlights its key achievements, and provides a broad framework and recommendations for the next stage of the reform program.
