This chapter captures the essence of Thailand's public sector reform between 2010 to 2020 against the backdrop of political turmoil and monarch transition. It utilizes the five paradigm of public administration reform for analysis: 1) Ancient Public Administration 2) Traditional Public Administration 3) New Public Management 4) New Public Governance 5) Smart Sustainable Governance. There are three phases in this decade: 2010 and 2014 (pre-coup, Rama IX); 2014 to 2016 (post-coup, Rama IX); and 2016 until 2020 (new constitution and government, Rama X). It outlines the contradictory nature of Thailand's reform policies that simultaneously aim to foster entrepreneurship, innovation, and agility, while also seeking conformity, loyalty, systematic processes, and predictability across the public sector. This contradictory nature reflects the era of anxiety in Thailand from Rama IX to Rama X and that is still in transition. As one of the few countries in Asia that maintains a constitutional monarchy system, Thailand offers an intriguing case on the relationship between the constitutional monarchy system and public administrative reforms. The chapter recommends that public administration reform in Thailand cannot be accomplished without first reforming the monarch institution.
