Ratings for the Financial Sector Development Project for Myanmar were as follows: outcome and Bank performance was moderately satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: incentives should be put in place ex ante to guarantee a consistent and timely disbursement from the Borrower. M and E in fragility, conflict, and violence (FCV) context should be adjustable to changes in the operational environment. The military takeover posed severe limitations to accessing the necessary data to assess the performance of the operation. The operation showed that IPFs can be effective tools to promote financial sector development. Breaking down the trend in financial access between traditional and mobile and digital banking can help better understand the sources of enhanced financial inclusion.
