[경제] Potential Indicators to Track Local Government Performance Improvements Through a Capacity Building Program in Romania : Research Report

Before Romania joined the EU in 2007, the country had limited capacity for M&E of strategies, programs, and projects. This was partly due to Romania's transition from a centrally planned to a market-oriented economy, which required the government to focus on building new institutions and infrastructure. As a result, M&E activities were not seen as a priority, and there was a lack of awareness about their importance in ensuring accountability and improving public policies and programs. A study conducted in 2006 found that evaluation practices were developing primarily for donor-funded programs, rather than for the Romanian national budget. Demand for external evaluation services was low, and there was little institutionalization of evaluation in local government bodies. While there was a small pool of evaluators in different disciplines, their capacity needed to be further developed, and there was no organization of professional evaluators in Romania. The reporting culture in Romania tended to focus on output or process evaluation, rather than outcome evaluation. Although there was a culture of reporting in the Romanian administration, data was not collected systematically.
