[경제] Timor-Leste Economic Report - Rebalancing Priorities to Harvest Prosperity

Despite its significance, the agriculture sector in Timor-Leste is characterized by low remuneration for farmers and low productivity levels. On average, agricultural households in the country generate a meager economic value annually, resulting in unsustainable low returns. This situation has not improved significantly since 2014. To achieve inclusive economic development and foster broad-based employment creation, it is imperative to prioritize investment in agriculture. However, maintaining the status quo in the agricultural sector will not suffice, as the prevailing low productivity levels make it impossible to support adequate livelihoods. Without substantial improvements in productivity, income levels, and commodity mix diversification, most agricultural households will remain trapped in poverty. It is crucial to make concerted efforts to improve agricultural productivity and establish sustainable economic opportunities for agricultural households. These efforts should include increasing farmer incomes through enhanced productivity in small-scale agriculture, addressing the growing mismatch between demand and domestic supply of key food categories, shifting the focus from cereals to high-value commodities, emphasizing productivity improvements through the adoption of improved seed varieties, low-cost technologies, and better storage methods, as well as supporting the development of food processing, particularly through Micro, Small, and Medium Enterprises.
