Montenegro’s ambitions to join the EU are built on the public anticipation that the country’s living standards will rise to EU levels. The EU accession enjoys a strong approval by citizens?80 percent of Montenegrins support it. Montenegro started the accession negotiation in 2012 and has since adopted a comprehensive set of legal frameworks to align these with the EU acquis. It has also made significant efforts to improve its living standards in recent years. As a result, before the pandemic set in, GDP growth averaged nearly 3 percent in the previous decade. But improvements in living standards have been modest for most Montenegrins so far? if GDP continues growing at pre-COVID rates of around 3 percent incomes will not converge to average EU levels in the next 50 years.
