Ratings for the National Affordable Housing Program for Indonesia were as follows: outcome and Bank performance was moderately satisfactory and monitoring and evaluation (M and E) quality was modest. Some lessons learned included: reform needs to consider the interests of multiple stakeholders and the political economy surrounding the value of the existing subsidy. Complex subsidy reform takes time and commitment and requires a phased approach. Home improvement is an effective and low-cost measure to improve housing conditions for the poor, particularly when combined with a construction quality assurance and quality control (QAQC) system. Resilient home improvement can be further scaled up in Indonesia with a larger involvement of local governments and through microfinance options. A quality-built monitoring system, combined with tangible resilient construction indicators, is critical to ensure housing outcomes. Results-based incentive instruments may be explored to stimulate the market toward resilient and energy-efficient housing construction. Technical assistance beyond the project scope spurred government commitment toward climate-resilient housing development and investment and the acute needs of underserved segments.
