Ratings for the National Community Driven Development Project (NCDDP) for Myanmar were as follows: outcome and Bank performance was satisfactory and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: the NCDDP confirms previous lessons learned from other conflict settings, such as Afghanistan, of the effectiveness of CDD platforms at scale in these challenging contexts. The project also proved the value of CDD in fragility, conflict, and violence (FCV) contexts in establishing a common platform that other development partners could buy into. The NCDDP reinforced the value of working with independent facilitating partners (FPs) to support project implementation. Inclusive community participation in the design, planning, and implementation of local investments can have significant effects on social cohesion and local governance. The NCDDP used a range of approaches that proved successful in working in conflict contexts, particularly in those areas where control is contested between the state and non-state actors. Experience and continuity of task team members (both national and international) benefitted the engagement with government and the outcome of the project. Once established, CDD operations with contingency emergency response component (CERCs) lend themselves to rapid response to emergencies and crises. An explicit emphasis on an adaptive learning approach is critical to success in such uncertain contexts. FCV contexts require agile, and often simplified, M and E systems and management information system (MIS).
