The project was a flagship program under the 2002 GMS Economic Cooperation Program Strategic Framework and the 2008 Vientiane Plan of Action. The project was to support the governments of the Lao PDR and Viet Nam in undertaking structural and nonstructural measures which, in turn, could help in the management of disaster risks linked to floods and droughts. The project was aimed at enhancing regional data, information, and knowledge base for managing floods and droughts; upgrading and developing water management infrastructure; and preparing communities to cope with natural disasters and climate change.
