[정치] 태국 민주주의의 위기상황: 분석과 평가

Thai democracy is in crisis since military coup of 2006. The purpose of this article is to find the causes of the crisis in Thailand, which has experienced a breakdown in the democratization process as well as the schism between the pro-Thaksin and the anti-Thaksin in Thai society after the 2006 military coup. The post-analysis results of this research are as follows: First, regarding "Does the King support Thai Democracy?", the answer is no. Most of the times the King has appeared to support democratic values whenever the majority of the public favors democracy. The purpose of such a support, though, is not for democracy's sake but for protecting the interests and authority of the royal family of Thailand. The second question is: "What are the reality of Thaksin and his governing methods over the country?". As far as legitimacy is concerned, there was no problem for Thaksin, as he power through national elections. In practice, however, he had serious problems such as money-politics including vote-buying, corruptions, authoritarian control, and uncomfortable relations with the King. All those led to the military intervention in politics again in 2006. Lastly, as to "Whose side are the military and the public on?", it is obvious that the military stands opposed to democratic values. The 2006 coup is a direct cause of current crisis of Thai democracy. The Thai public, on the other hand, has actively participated in elections during the democratic transition as guardians of democracy. Their voting behavior, however, showed that their priority was their own interests rather than strengthening democratic values in Thailand. Moreover, the public has been split between the pro-Thaksin and the anti-Thaksin since the coup, which also led to the crisis of today. In summary, the current crisis of Thai democracy is due to the hybrid characteristics of 'illiberal democracy' in which 'democratic elections' and 'authoritarian power' coexist. To solve the problem, it is required that 'rule of law' and continuous enlargement of citizens who support and strengthen values of democracy.
