[경제] Lao People's Democratic Republic Social Inclusion : Opportunities and Social Risk Management in the Rural Landscape

The report suggests ways to improve the performance of World Bank-financed projects in Laos, especially those focused on rural landscapes and natural resource management. First, it recommends broadening the consideration of at-risk groups beyond the three most referenced groups (i.e., the poor, women and girls, and ethnic minority groups) to include other priority groups such as youth and persons with disabilities who are invisible as beneficiaries in existing projects. Second, it recommends applying more systematic risk screening to identify contextual risk multipliers and assess the effectiveness of inclusion measures. The report is accompanied by a comprehensive project screening matrix which could be used by task teams to ensure full consideration of different at-risk groups, exclusion multipliers, and proposed measures. Third, the report suggests addressing constraints to the operational effectiveness of social inclusion measures such as targeting, participatory planning, village development funds, and use of grievance redress mechanisms. Fourth, it stresses the importance of continuous Borrower capacity building at various levels to ensure that projects meet stated objectives concerning social inclusion. Fifth, the report stresses the importance of systematic learning from operational experience to ensure that project approaches are continuously improved and adapted to local situations.
