Ratings for the Flood and Landslide Emergency Recovery Project for Myanmar were as follows: outcome was unsatisfactory, Bank performance was moderately satisfactory, and monitoring and evaluation (M and E) quality was modest. Some lessons learned included: the immediate response mechanism (IRM) proved to be too complex to implement effectively, particularly in a fragility, conflict, and violence (FCV) context. The scope of emergency activities must be carefully considered against the time required to comply with World Bank procurement and safeguards requirements. The World Bank’s support in emergency situations in FCV contexts can benefit from significant capacity building and third-party execution. CV tools within the World Bank are not always available. Resilient infrastructure is not just about the safe transfer of goods and services across roads and bridges.
