Ratings for the Regional Infrastructure Development Fund Project for Indonesia were as follows: outcome and Bank performance was moderately unsatisfactory and monitoring and evaluation (M and E) quality was modest. Some lessons learned included: the level of ambition of the project should reflect on - and be reflected on - the project duration and its results framework. Framework projects require a long-term vision, flexibility, oversight, and a longer implementation period to provide subnational government (SNGs) with the opportunity to think beyond loan repayment and towards meaningful change. On financial intermediary (FI) arrangements, the World Bank is positioned to support and monitor project implementation while enhancing the country’s fiduciary and safeguards requirements. The improved role and capacity of the FI must be supported by an appropriate enabling policy and regulatory environment, along with the increased relevance of subnational borrowing in Indonesia. Financing terms should be complementary across instruments and adapt quickly to emergency situations such as the COVID-19 pandemic.
