Montenegro’s high public sector wage bill reduces fiscal space for social sector or capital spending and debt reduction. The high wage bill is driven by the unusual large number of public sector employees while wages are on par with the private sector. The large public sector does not seem to result in higher quality public services. In fact, the share of Montenegrins reporting to be satisfied with the quality of public services has declined since 2010. Reducing redundancies and overlapping responsibilities in staffing, making e-government services more accessible, and strengthening recruitment practices based on merit would help contain the wage bill and raise efficiency of the administration.
