“Energy security” means supply reliability rather than low prices (or reduced price volatility) per se, and because of the physical properties of natural gas, the energy security problem is more important in that context than in the cases of crude oil or coal. The testimony of Mr. Amos Hochstein is incoherent because the Biden administration energy policies are incoherent: A shift away from Russian natural gas in favor of unconventional energy—wind and solar power in particular—is likely to reduce European energy security because of the inherent unreliability of unconventional energy. That such energy resources are expensive, notwithstanding ubiquitous assertions to the contrary, is inconsistent with pursuit of energy security and independence from Russian fossil energy because the higher the cost of the chosen alternatives, the more difficult will be the achievement of such a shift in energy supplies. Moreover, the description of unconventional energy as “clean” ignores the realities of such energy technologies.
