This report corresponds to Output 3 of the TF Administrative Agreement signed between the Directorate General for Structural Reform Support (DG REFORM) of the European Commission (EC) and the World Bank on support for integrated interventions to improve the situation of people living in informal settlements in Romania. The objective of this work is to improve the capacity of the national government and local administrations to plan and implement integrated interventions for the benefit of people living in informal settlements. Through this agreement, the World Bank supports the Ministry of Development, Public Works, and Administration (MDPWA) and the Ministry of Investment and European Funds (MIPE) through financial support from DG REFORM. This report proposes new approaches for integrated interventions in informal settlements in Romania and is presented as 3 interrelated sections. These focus on i) recommendations towards governance models; ii) contributions to the elaboration of a methodological guide for local authorities that includes the process of interventions to be carried out according to the criteria presented by the type of informal settlements, and iii) contributions to an action plan for MDPWA are also presented. The action plan specifically considers the proposed eligibility and prioritization criteria developed in Output 2: Report of the pilot validation exercise and inputs for the development of POIDS Operation 4.3 as part of this project. It also provides directions on key actions to be taken at government level to address the cross-cutting challenges, with proposed timelines and distribution of responsibilities.
