Ratings for the Employment Support Project for Syrians Under Temporary Protection and Turkish Citizens Project for Türkiye were as follows: outcome and Bank performance was satisfactory and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: designing a scale-up mechanism that allows quick horizontal and or vertical expansion of social support to migrants may prove useful. The stakeholders’ unanimous opinion is that the active labor market programs addressing refugee-induced needs should be offered to both refugees and Turkish citizens. At the design stage, the project duration should be set based on technical criteria and program needs. The skills training, which was largely reduced because of lower demand, is still considered useful by institutional players, employers, and participants, and has its place in the portfolio of support programs. Building a specialized analytical and monitoring framework to address the needs of refugees is important to future programs. Future programs of this kind may want to expand on targeting and inclusion of skilled or highly educated Syrians under temporary protection (SuTP) workers. In future programs of this kind, basic courses focused on Turkish citizens can be offered.
