베트남, 철강제 잠정 세이프가드 관세 부과  

□ 베트남 당국, 잠정 세이프가드 관세 부과 결정 

 o 베트남 산업무역부(Ministry of Industry and Trade) 경쟁국(Competition Authority)은 수입 빌렛(Steel billets)과 봉강(Steel bars)에 대해 잠정 긴급수입제한(Safeguard) 관세 부과를 결정 (붙임 Decision No. 862/QD-BCT 참조) 

  - 금번 조치로 수입 빌렛(Steel billets, 7207.11.00; 7207.19.00; 7207.20.29; 7207.20.99; 7224.90.00)에 대해 23.3%, 봉강(Steel bars, 7213.10.00; 7213.91.20; 7214.20.31; 7214.20.41; 7227.90.00; 7228.30.10; 9811.00.00)에 대해 14.2% 관세가 부과됨 

 - 해당 조치는 3월 22일부터 10월 7일까지 최종 세이프가드 결정 이전 200일 동안 적용되나, 전체 수입량의 3% 미만인 저개발국*으로부터 수입되는 철강제품에는 금번 잠정 세이프가드 조치가 적용되지 않음

 o 금번 잠정 긴급수입제한(Safeguard) 관세 부과 결정은 지난 1월 수입 빌렛(Steel billets)과 봉강(Steel bars)에 대한 긴급수입제한(Safeguard) 조사에 따른 후속 조치로,현행 규정에 따르면 무역구제제도(Trade Defence Instrument) 적용 지연으로 국내 철강산업에 심각한 피해를 줄 것으로 예상될 경우, 베트남 정부는 잠정적인 긴급수입제한조치(Safeguard Measure)를 취할 있음 

□ 중국산 철강제품에 대한 Target性 조치 

 o 해당 품목의 수입량이 크게 증가하고, 이로 인해 국내산업에 실질적 피해를 준 제품이 중국산 철강제품이므로, 금번 잠정 조치는 중국산 철강제품에 대한 타켓성 조치로 해석될 수 있음

 - 중국산 철강 제품은 전체 철강 수입의 55%, 수입량의 61%를 차지 

 - 베트남의 강괴(Steel ingots) 수입량은 ‘12년 46.8만 톤에서 ’15년 150만 톤으로 3.2배 증가하였으며, 봉강(Steel bars) 수입량 또한 ‘12년 38.9만 톤에서 ’15년 112만 톤으로 약 2.9배 증가함 

 o 하지만, 최종 잠정(temporary) 세이프가드 조치는 Hoa Phat Steel社, Southern Steel社, Thai Nguyen Iron and Steel社, Viet U Steel社 등 현지 업계가 요구한 수준보다는 낮음

    ※ 빌렛(Steel billets)에 45%, 봉강(Steel bars)에 33%의 관세 부과를 요구

 - 업계가 요구한 수준에 비해 정부조치가 낮은 것은 중국산 제품의 시장 파급력과 중국과의 통상마찰을 고려한 조치

□ 시사점

o 6월 혹은 7월경 결정될 것으로 보이는 최종 세이프가드 관세 등 향후 세이프가드 진전 상황을 면밀히 모니터링 해 나가야 함 

 - 중국산 철강제품 수입 감소에 따른 베트남 기업들의 공급선 변경 동향 등을 점검할 필요가 있음 

o 최종 세이프가드가 결정되면 잠정 세이프가드 관세의 효력은 자동 소멸되고 최종 관세가 적용
