베네수엘라 국내연구자료 학술논문 박종탁 부산외국어대학교 비교법연구소 발간일 : 2009-08-31 등록일 : 2017-08-25 원문링크

The first thing that Hugo Chávez did as president of Venezuela was to dεcree a popular referendum to convene a National Constituent Assembly.
People supported him in a series of chances and in the same year of 1999 a new and revolutionary Constitution was proclaimed. The new constitution
consists of 350 detailed articles and provides for broad citizen participation,
making Venezuela a participatory democracy, rather than merely a
representative one. Also, it provides for some of thε most comprehensive
human rights protections of any constitution in the world, and enshrines
many more rights besides thε usual human rights. With this constitution
Venezuela inaugurated the Fifth Republic of Venezuela, not only changing
in Venezuela’s name from the Republic of Venezuela to the Bolivarian
Republic of Venezuela, but also leading substantial transformations in most
aspects of Venezuelan polity, economy and society in general. It is true that
there is a large number of discontented Venezuelan people, but
Latinobarometro poll shows that a greater number of Venezuelan people is
satisfied with their democracy.
