The sequence of this work is as follows: to explain the situation of border demarcation in early Soviet era, focusing on Moscow’s policy and the position of natives of the Ferghana; to describe the border conflict situations around several exclaves(or enclaves) located in the Ferghana which have been the epicenters in the tripartite border conflicts; to analyze why border delimitation process has been protracted for a long time; to propose a constructive and residents-centered way of solving border disputes in the Ferghana.
