[정치] 이스라엘의 안보 전략 변화와 그 함의 : 대칭전에서 비대칭전으로

The purpose of this study is to comparatively explore Israel’s symmetric security doctrine based on three pillars, deterrence, early warning and quick decision and Israel’s asymmetric security doctrine (Dahiya doctrine). In the 1980s with the emergence of Hezbollah and Hamas, the central gravity of Israeli security doctrine shifted from state (symmetric) to non-state organization (asymmetric). During the Second Lebanon war 2006 Israel employed so called, Dahiya doctrine using disproportionate military force in order to defeat Hezbollah. The shift in Israeli security doctrine to asymmetric war has several implications. First, Israel’s next war will probably be asymmetric war against Hamas, Hezbollah and Islamic Jihad rather than symmetric war against Arab countries due to the significant change of security circumstances such as, the decline of the Arab-Israeli conflict. Second, it is highly likely that Israel will use the same security doctrine (Dahiya doctrine) in the next round of war. Third, if the next round of war between Israel and Hamas or Hezbollah will engender a great number of civilian casualties in Gaza or Lebanon, which will lead to deepen Israel’s isolation in the international community.
