[경제] Social Norms and Female Labor Force Participation in Egypt

In recent decades, Egypt has made significant investments in closing gender gaps, including the passage of several laws in support of the rights of Egyptian women. Social and gender norms represent critical underlying factors in determining whether a women can work, what kind of work she can do, and what responsibilities she has aside from paid work. Surveys conducted by the Egyptian National Observatory for Women (ENOW) reveal that women’s empowerment in Egypt is largely influenced by a system of values that elevates the role of women within the family over and above their social and economic roles. This study is part of an ongoing effort by the National Council for Women (NCW), Baseera (the Egyptian Center for Public Opinion Research), and the World Bank to support the ENOW with funding from the United Kingdom (UK) Embassy in Egypt. The study aims to develop a more nuanced understanding of the normative barriers affecting female labor force participation (FLFP) in Egypt by exploring the differences between individual behavior, personal beliefs, and social expectations around women’s employment. It does so by applying a systematic measurement framework for social norms with the ultimate goal of informing and strengthening policies and interventions to improve FLFP.
