[경제] Financing Municipal Water and Sanitation Services in Nairobi's Informal Settlements

Until recently, Nairobi’s informal settlement residents did not have access to household-level piped water and sanitation services. That began to change when, with World Bank support, the Nairobi Water and Sewerage Company (NCWSC) started providing a comprehensive water and sanitation connection package to compounds in informal settlements. This included upgrading and connecting toilets to the sewer, a piped water connection, a water storage tank and a handwashing basin. To overcome the large connection costs that were a barrier to many, each compound received a subsidy of up to US$ 750 and the remaining costs to property owners could be paid off in monthly installments of US$ 6 added to the property owner’s monthly service use bills. Over ninety percent of property owners that were offered the support signed up to participate in the program. As a result, 137,000 people living in Nairobi’s informal settlements gained access to compound-level piped water and sewer services between 2014 and 2018.
