As a result of the collapse of the USSR in 1991, the Russian Federation and Kazakhstan became sovereign states. The former administrative-territorial border between them turned into a state border, and relations between the two countries after that acquired an international character. The signing of the agreement on cooperation between the government of the Russian Federation and the government of the Republic of Kazakhstan in 1995 is considered the beginning of the legal regulation of border relations (FAO 1995). In 2021, the two parties approved draft final demarcation documents for separate sections of the Russian–Kazakh common border (Ministry of Foreign Affairs of the Russian Federation 2021). At the 17th Forum of Interregional Cooperation of the Russian Federation and the Republic of Kazakhstan, also in 2021, agreements between governments of different border regions of the two states on trade, economic, scientific, technical, social, cultural and humanitarian cooperation were signed. Such agreements give a systematic character to the work of the border regions to establish cooperation.
