Scientific novelty of research is caused by an object choice — Public chamber of Murmansk region - the new social institute which has appeared only at the end of 2008. The purpose - to show results of activity of Public chamber of Murmansk region in 3 first years of work. The author describes the measuring tools developed for job evaluation: questionnaires for members of chamber, chairmen of the commissions, for executive bodies of the government and local governments, and also states an assessment of performance of the tasks put before Public chamber, received by a method of the analysis of empirical data by means of descriptive statistics with application of the software package of SPSS. The problems, which have arisen in the course of functioning of new social institute and the reasons of insufficient efficiency of its work are described in the article. The assessment technique, which efficiency was checked within 3 years, can be used further, first, by the most Public chamber, secondly, other social institutes planning the activity on the purposes, expressed in qualitative and quantitative parameters. Summing up work of Public chamber of Murmansk region for 3 years, it is possible to draw a conclusion that members of chamber according to the legislation executed the tasks, but for development of civil society the debugged mechanisms of coordination of interests of public sector and authorities, their interactions are important. Now these mechanisms only start to be formed.
