[경제] 라틴아메리카 개발협력에 관한 고찰 : 아르헨티나 수자원 개발 협력 사례를 중심으로

Cooperation for development, one of the distinguished efforts to acquire human security, has been pursued to secure co-prosperity of human beings through various aids from developed countries to developing and underdeveloped countries. This article explores the problems of development cooperation and tries to suggest the direction for development by focusing on the case of Argentine water resources development cooperation. Cooperation for development in Latin America has been implemented mainly through aids to developing countries, which was not compliant with its original purpose, the development of developing countries. In a way, it was criticized that it had negative effects to the lives of the people of developing countries. To solve these problems, international society has propelled public private partnership (PPP), which has been actualized through privatization of the public sector. But a lot of concern has been expressed over the development cooperation implemented under the name of PPP in Latin American countries, which has been connected with the expansion of profits of transnational and foreign corporations. This clashed with the efforts of securing the human security. Based upon this, this article examines the Argentine water resources development cooperation, which is the biggest case of the PPP in Latin America. By exploring the case, the article examines the theoretical backgrounds of PPP, tries to point out the problems of PPP in water resources development cooperation, and, as a conclusion, suggest that the ownership of recipient countries should be emphasized.
